LA City Council Poised to Vote on New ALPR Contract Between LAPD and Axon - Knock LA

While backlash against Flock Safety occupies much of the nationwide discourse about ALPRs, Axon and LAPD hope to solidify a new branch of the surveillance architecture of LA. The Los Angeles City Council is set to vote on a new memorandum of understanding (MOU) between the Los Angeles Police Department and manufacturer Axon. The proposed MOU would cover a three-month pilot program of Axon's Lightpost product, an ALPR with livestream capabilities that attaches to streetlights in Los Angeles. If approved, any streetlight in Los LA could become a tool for police surveillance. The agreement prohibits the sharing of data with Ubicquia, the company producing the Lightpost ALPR, and prevents LAPD from selling or selling the data. Concerns have been raised about how data collected by Axon’s Lightpost Program will be used and shared, with community groups advocating for an end to ALPR usage. The contract does not require approval from the Board of Police Commissioners.
