Torrance Approves Homeless Shelter Deal That Could Save $1.7M A Year
The county will assume funding and oversight of the city's 40-unit tiny home village, while its existing operator remains in place. The City Council of Torrance has unanimously approved a deal allowing the Los Angeles County Department of Homeless Services and Housing to assume responsibility for contracting, funding, and overseeing the 3290 Temporary Housing Village from Jan. 1, 2027. The agreement is expected to reduce Torrance's annual financial obligation from approximately $1.89 million to $195,192, a reduction of nearly 90 percent. The decision follows warnings that a county funding source would no longer be available for the shelter. While Harbor Interfaith Services will continue operating the shelter, it will report to the county rather than directly to Torrance. The city will retain responsibility for maintaining the shelter units and associated facilities, estimated at $60,000 annually, and will fund two security guards from 8 a.m. to 4 p.m., weekdays.
