OpEd: World Needs U.N. Convention on AI

When world leaders gathered last General Assembly, artificial intelligence was high on their agenda. And rightfully so. Climate change has taught us, at The article argues that the world needs the United Nations (UNEP) Convention on Artificial Intelligence (AI) to address the issue of slow response to a technology that can accelerate medical research and expand access to knowledge but disrupt livelihoods and threaten human control over decisions. The author suggests that the United States and China are crucial in addressing this issue, but even an agreement between them would not be enough. The article suggests that an international Scientific Panel on AI and a Global Dialogue on AI Governance should be established in 2025. The goal should be enforceable treaties and protocols, implemented through national laws, independent testing of the most consequential systems, reporting of serious incidents, and access to regulators to ensure compliance. Regulators should be able to impose penalties and restrict dangerous deployments, subject to due process. The authors also suggest that countries hosting the largest developers should have greater oversight and funding for countries with fewer resources that need technical assistance and affordable access to beneficial AI. They also suggest a regulatory system that protects the largest AI companies from tomorrow's competitors.
